It kind of is since SE doesn't really giving people any training on pvp they just turn them loose into ranked.

Everyone pays their fee, maybe just maybe, it would be nice if SE made some requirements for it example. KO a certain number of people in front line in order to qualify. Or healers just focus on healing -.- to force them. Then again people will say it's unfair and complain all over again. Content is too hard, content is too easy....sigh

There is literally a tutorial mode for everything else in the game, come on! That whole "everyone pays to play" argument is exhausted. Professional sports teams pay fees ,but they are still divided by performance they displayed in prior seasons hence the various leagues and so on. It's just poor design to walk into a match and see gold... silver... bronze... unranked on the same team. I would agree with most of your logic if we weren't talking about a ranked play mode.
