Yoshi had already stated that the Shirogane district wouldn't be locked behind the MSQ.I'd assume there will be some way to travel there, from the other cities, once the housing actually becomes available for purchase.

If you have updated information, please do share, but I believe this is still the latest:
So basically it's gated off and if you don't meet requirements to get there normally you can only teleport in/out.Greetings housing enthusiasts!
We've seen some questions pop up since Fan Festival 2017 in Frankfurt where the new residential housing district, Shirogane, was revealed. We'd like to take some time to answer those questions here.
- Can anyone enter Shirogane if they enlist in a free company that has a house there?
Yes, they can. Any free company member will be able to teleport to the free company house located in Shirogane, so don't forget to set up the miniature aetheryte in your yard! However, please note that players who do not meet the necessary conditions, such as those that haven't entered Shirogane on their own, or those who have not purchased Stormblood will not be able to exit the housing districts to reach the connected areas!- How would one reach Shirogane on their own?
You will need to progress in the Stormblood main scenario.- How would one be able to purchase a plot or an apartment in Shirogane?
You will need to progress in the Stormblood main scenario. However, as Yoshida mentioned during the keynote, we're planning to make the purchase of land and apartments in Shirogane available after some time has passed since Patch 4.0 release.
We hope you're all looking forward to the new housing area! I know I am~!
Thank you. This is the latest information I have as well -- so I'm not certain where this other info is coming from, and I keep pretty on top of it all.If you have updated information, please do share, but I believe this is still the latest:

I'd love a source if possible, Nezerius?

He only stated access would not be restricted. As was earlier outlined, if you can get there by port you're good. The grace period between SB launch and Shirogane plots becoming available for purchase was to allow all new players the chance for a lot. We have received no alternative information as far as I have heard.. and I spend a lot of time combing the news for housing release information.
IT's a bummer for people who just want out of server visitors and low level RP alts to join them, but it does make sense lore wise. Also as was mentioned earlier, FC's moving (and please oh please let me move my personal house too) will open up lots in the "classical" areas, so if you're itching for more main city lots I'd camp them when the new housing releases.
BUT.. considering how much of a chance this is to mix things up and implement new policies and methods, I'd keep reading the news till the process is officially announced. Who knows.. maybe they'll have a "lottery" for the moving houses.
Yes, I know all of this, which is why I outlined the issues I have with this approach to Shirogane in my own original post in this thread, which I think is fair for me to do.
I understand RPers aren't a huge consideration when they are designing content - but occasionally pointing out why something might not work for a particular subset of players, especially when housing is already such a limited and often frustrating commodity is also fair. And while camping the current areas is indeed entirely possible, there's no real guarantee any will open up. I will likely have a better shot at a Shirogane Large than the hope that a Goblet one will open up (which feels amusing to say, as I know it's really no one's favorite) on Balmung during the rush. Who knows, maybe someone else with an FC will want to trade lots.
Nezerius's answer, however, seems to be contradicting what is already known -- which is why I am asking them for a source / quote. Possibly spreading misinformation isn't a good thing and will just lead to more frustration!![]()

The information is right in worldofneil's post:

If my post were actual misinformation, non-SB players wouldn't have been able to get there at all.
Although it does require some initiative of RP FCs to ferry non-SB players over to Shirogane, in a way of a quick invite, to allow teleporting over (after which they're free to leave, and still be able to move around Shirogane). Will that really be such a difficult thing to do, with 12 wards?
That said, I'll edit my earlier post to reflect the part that I assumed wrongly (though anything before that doesn't contradict the above quote )

Oof. That's going to be asking a lot of folks. We host an open clinic night every other week, and asking folks to leave their fc, then join ours to attend for a few hours, and then leave it again, and then rejoin their own fc, isn't just initiative, it's going to be jumping through hoops that will probably get really old, really quick! It's possible, but when you're already hosting what ends up being a surprisingly busy and fast-paced event, juggling invites adds a layer of stress. The information is right in worldofneil's post:

Nevermind that some folks on lower-level alts may not even attempt to attend, knowing there's no easy way of getting there!
And it's ok! Intent sometimes gets lost in text! (and honestly I was hoping a little bit that there had been additional information out there that I had missed, that would make shirogane more accessible.)That said, I'll edit my earlier post to reflect the part that I assumed wrongly (though anything before that doesn't contradict the above quote )
