The information is right in worldofneil's post:

"Yes, they can. Any free company member will be able to teleport to the free company house located in Shirogane, so don't forget to set up the miniature aetheryte in your yard! However, please note that players who do not meet the necessary conditions, such as those that haven't entered Shirogane on their own, or those who have not purchased Stormblood will not be able to exit the housing districts to reach the connected areas!"

If my post were actual misinformation, non-SB players wouldn't have been able to get there at all.
Although it does require some initiative of RP FCs to ferry non-SB players over to Shirogane, in a way of a quick invite, to allow teleporting over (after which they're free to leave, and still be able to move around Shirogane). Will that really be such a difficult thing to do, with 12 wards?

That said, I'll edit my earlier post to reflect the part that I assumed wrongly (though anything before that doesn't contradict the above quote )

Oof. That's going to be asking a lot of folks. We host an open clinic night every other week, and asking folks to leave their fc, then join ours to attend for a few hours, and then leave it again, and then rejoin their own fc, isn't just initiative, it's going to be jumping through hoops that will probably get really old, really quick! It's possible, but when you're already hosting what ends up being a surprisingly busy and fast-paced event, juggling invites adds a layer of stress.

Nevermind that some folks on lower-level alts may not even attempt to attend, knowing there's no easy way of getting there!

And it's ok! Intent sometimes gets lost in text! (and honestly I was hoping a little bit that there had been additional information out there that I had missed, that would make shirogane more accessible.)

I imagine a good chunk of people have fc rooms on Balmung as well with both housing and apartments being filled to the brim, so asking someone to throw away 300k + furniture to hop over for an event probably wouldn't go over well. It would be nice if they restricted purchases behind the msq lock and just allowed people to take a boat/airship over to Shirogane. Even allowing people to teleport to your personal/fc house without being a tenant/fc member (higher cost of course) via the search/friend list/fc info window would alleviate the issue.

I hadn't even thought about losing FC rooms!

Oh, so they will add more housing in the future? Good. I'm really new and jumped on a newer server and all of the houses in the areas I've checked are already gone which is a bummer. Not that I can afford one now but I'm hopeful that by the time I can I'll be able to find one. Housing is one of the main draws for me with this game. I don't need it but it's definitely a very nice perk that I'm looking forward to. As long as they add more at some point then I'll be happy. I don't mind waiting. I still need some time to save up. Housing here seems to take a page out of Horizons playbook. They also had houses in different locations but had a much better system for auctioning off houses that were no longer being used. Of course that game wasn't as big as this one so there is that. Aww, I miss my flying dragon in Horizons or Empire of Istaria. Not even sure if the game is still going. I bet it's pretty dated looking now.

From what's been discussed yes there will be new houses in the next patch. As to how they are to be purchased we're not being told until last minute to give first-time buyers and people genuinely wanting to move to a new plot a fighting chance to be able to do so because, you know, humans. :P
