This seems like a weird oversight on SE's part. They had previously adjusted the loot of the ARR primals by adding their synced drops to their respective treasure chests, so it's weird for them to not have applied that to those three primals.

Not fully true, it will drop even in an unsync'd party, but it's based on your relation with RNGesus that day. You can be lucky and it drops the first time you sync, undersync that trial, or you can be just unlucky and have to run it million times. Either way, I don't deny that maybe the chance is higher on sync'd content, but yet there's no evidence for that, at the end it's all about your luck and patience.
