JumperX is right, it's one of the cross-role 'song' spells that not only BRD, but MCH have. (I've no idea if MCH looks the same while casting though.)
The one I used in that screenshot is Peloton but Tactician and Refresh both use the flute animation, just with different color of flashy lights accompanying it.

It doesn't (I have been lvling my mch. Well i could have not noticed? You would be correct, MCH just pushes a button on their steampunk gadget to get the same effect. Only BRDs whip out the flute.
