The savage loot system is always meant for a static over random pugs. You'd organize the drops to members who need their main job geared. Weapon tome would be "given" to a top-DPS first, along with the dip upgrade to 340. The left side/accessory/belt upgrades would be given to tanks or healers first, since they can use it right away with their tome purchase, since the DPS ultimately would save up for a tome weapon.
Or if you clear O4S fast enough that you don't even need those tome weapons over the i345 weekly, you'd re-prioritize differently.
But at-least you get datalog pages every week, so if you never win anything in a pug or nothing drops for you in your raid. You are not out of luck after 4-6 clears.
