I didn't see anything about it in the patch notes. Completed Omega Savage 1, and one guy won both items.

That's how it's always been? There's no limit to how many items you can get from your clear.

Yeah, on Savage you get a page per week but you can win both pieces of loot as well. That even includes the twine and coat.

That's the difference between clear content with your static/fc or with randoms.

The savage loot system is always meant for a static over random pugs. You'd organize the drops to members who need their main job geared. Weapon tome would be "given" to a top-DPS first, along with the dip upgrade to 340. The left side/accessory/belt upgrades would be given to tanks or healers first, since they can use it right away with their tome purchase, since the DPS ultimately would save up for a tome weapon.

Or if you clear O4S fast enough that you don't even need those tome weapons over the i345 weekly, you'd re-prioritize differently.

But at-least you get datalog pages every week, so if you never win anything in a pug or nothing drops for you in your raid. You are not out of luck after 4-6 clears.
