Roes are just bulky, there isn't anything about them that stands out aside from that and it's a trait shared by many races in a lot of MMOs.
Yes cat girls are everywhere, but what makes Miqo'te unique is that they're neither antropomorphic animals nor cutesy anime people with animal ears, they're kind of a mix of both blending the concept of the latter with the realism of the former and I think it makes Miqo'te stand out when compared to the same type of race in other MMOs.
I sometimes can't tell the difference between Roe and Highlander women if the Roe isn't using max height + I can't see their face, to be perfectly honest.
Also wow, I never realized the immense bias towards Miqo'te in the event/official art. I mean I knew it was there in terms of crossovers and story presence, but wow. Not to mention the incredible lack of Roe art in general.
Miqo'te is the poster child of this game. Also, your average gamer favored cute and feminine characters.
One of the promotional images for Heavensward featured a beautiful roegadyn woman in the bard artifact armor.
Catgirls are great and all (I actually really like the one in the latest moonfire faire promo art), but it would be nice to see more roegadyn and elezen characters in artwork.
If it wasn't for roegadyn I wouldn't even be in ffxiv.
Yoshida and his team need to think about things like this. We might not be the most famous but we're a big part of the environment.

Shhhhhh.... That was all argued last year.You know something i find semi-ironic that i just realized. The OP was basically indicating a lack of race depictions in event posters, specifically the faire, and specifically pointing out Ries and Elezens. But this is last years poster...
Now my eyes might be playing tricks on me, but isnt that a Roe and an Elezen? And i think a highlander woman, but dont quote me.
Truth is that FemRoes are very under represented in the artwork, but then again they are also vastly under represented among the players. Broadly speaking the rate of appearance of the various races in promotional art for seasonal events matches the actual player population. But, Fem Roe and highlanders are particularly unlikely to appear in such artwork. Personally I think that comes more down to the artistic choice of the artists and what they want to use, than it does a choice by SE.
However, I do think it wold be interesting if after demanding equal representation, that representation was proportionate to actual player population, and changed next to nothing. After all proportional representation is the most equal and fair form of representation. Funnily enough, as I said before, representation is already largely in line with population, with Highlanders and Fem Roe doing last well, and especially with Fem Roe being the lowest population of player chraracters by race and gender. How frequently should the least populous race and gender be in such art? If we are truly being fair about it, they with be comparatively rare.
P.S. I spent several hours during the last argument about this digging up images and counting appearances. I'm not arguing that the OP has no point, they do. But the problem is that everyone wants equal and fair representation, when a certain combination of race and gender equates to less than 3% of the total player base, you have to understand that their occurrence in event art will feel rare. However, rare does NOT mean absent.

as has been stated in this thread, again and again, a LOT of people play certain race/gender combos. Miqo'te/au'ra female. Marketing would be foolish to NOT have them prominently in promo material.
I have nothing against representing the other races and genders. Seriously. it would be great! But you aren't going to get it as long as the majority of the playerbase rolls certain characters.
I suppose I'll answer the op's question directly. NO its not out of the question, but you're unlikely to see it for reasons of pandering to the majority of the games subscribers.
