Remove the mouseover popups.

There is no way to reduce or to hide the popups at all. I've been threw every part of it and no matter what you do when you put your mouse over something like say a "spell" or an "item" you get the popups. That is the kind of things that needs to have some way of disabling them. Active help options don't do anything and it isn't under config, its under system.

Character Config > UI Settings > General (scroll down). Set to Fixed. Use HUD Layout to move it to an out-of-the-way location.

You can also turn off Item Help by unchecking "Display Item Help" and Action Help by unchecking "Display Action Help".

Well, I mean... no layers, so it's technically just a hidden/unhidden extension so I can see why they don't use the term "pop-up" exactly. Maybe that's the reason? The term comes off negatively, too. Call a spade a spade, sure, but if it were shaped like shovel used only to pick up horse poop and it wasn't actually stained with horse poop, you might not want to call it that. But yeah, a "help" pop-up... /rant
