Might want to rethink the name. Riposte is already a thing for Rdm. Never really found mana generation while Scattering about to be too slow. At most it takes about 5 dualcasts of Scatter to fuel an Enchanced Moulinet.
You know the sad thing is after I posted it I thought, I think Riposte may be used by another job... I'll leave it for luls and blame it on a long work day :P
But yeah, I'm just not a fan of the feel of how much we need to Scatter to achieve one Enchanted Moulinet. Would love if our aoe was a tad more dynamic a la our single target "rotation".
Anywho, just a thought. It feels like there's a disconnect between our single target playstyle and our slower, more monotonous aoe playstyle.
Maybe make the proc higher but it doesn't deal the full damage of a regular Enchanted Moulinet. Balance the numbers so our aoe doesn't shoot through the roof but so that it's a bit more dynamic and reactionary like our single target dps is.I mean tbh, it doesn't really improve the scatter spam all that much, they'd probably have to make the chance relatively low. Although with Manafication up, theoretically if you're super lucky you'd be able to get almost 9 moulinets in with that effect. Which, although awesome, would be ridiculous.

I think I've said this before and if you've already seen it, sorry for the repetition, but honestly I think they should've added AoE slowspells in the form of Verblizzard and Verwater, where the mana generated from each scales up with how many targets you hit with them. I like your idea, but, personally, I think thematically it doesn't fit with the RDM "Build up, dart in, burst down, flip out" pattern.
