    30 plots per area(standard and subdivision) per ward per region with shirogane it becomes 2880 total plots. With shirogane 720 more plots will be added

    Not what he's asking.

    SE has said they will add more housing in the future, but it remains to be seen when.

    Or are you suggesting that not being among the first 2,280 people on the server means you have no right to own a house? :P

    The official given reason currently is the servers and bandwidth available do not allow for expansion of current wards. this may change later as resources and users change.
    I don't think anyone said you didn't have any rights to anything.
    Keep checking housing listings on the hour, people quit, subs lapse and plots become available occasionally.
    yes it is a limited resource... nobody except the devs know why this decision was made exactly.
