Just let the new recruits available pile up for a few weeks, and go through and dismiss the ones you don't want. Eventually you will have the one you want waiting for you to accept them.
You can only have one recruit from each category waiting at a time, and which one it is, is determined the moment you check the enlistment papers, so you can literally get the exact same twice in a row without even leaving the barracks.

Actually you can, I get an average of 2-3 recruit from Gold Saucer a week without getting to see who that is. But I think overall you're limited to a queue of 5 'cause I didn't get any new recruit for a moment until I go check my queue which had 5 recruits waiting.
This is what I've noticed as well. I've been trying to get recruits specifically from MGS, so I pop Squadron Recruitment Manuals and go to town. Some weeks though, I wind up with 0 new recruits even after finishing all my MGS logs with a Recruitment Manual up. When I go back to my barracks, I find that I've already got 5 recruits waiting from other challenge log entries, like crafting or PVP. While it could be consistent bad luck, I seriously doubt it. There does seem to be a hidden cap on enlistment papers you can have in your queue.
