I mean at some point when I reject all those catgirl and lalafell dozens and dozens of time they'll stop coming eventually??? Why do we always get the same NPCs we don't want?

All NPCs are tied to certain categories of Challenge Log. For example if you never do FATEs you'll never get Jolaine, and if you never que PvP you'll never get Dolfin.

There's a few 'rare glamour' NPCs you can get from certain things, like I think there's one with bunny ears you can get from I think the crafting challenge log?
Someone recently made a thread about Mylla (the gladiator-guild-master) being a doormat-character. I feel that this applies way, way more to V'nbolo who stands at my doormat every week only to be send away - even "funnier": in the german recruits that are coming from gathering have the following reason to enlist: "Your gathering-achievments deserve the utmost respect! I'll never serve under anyone else!" (losly translated by me)
So I like to imagine that they simply have no choice but to try again... and again... and again... just for my own amusement.
Seriously though: I'd like to "block" some of them aswell. Yes, its true that you can influence whos enlisting by doing their challenge log entries - but I will always complete gathering and crafting, even without trying. So each week I need to tell V'nbolo "No, I dont want you here!"
Always a bit dishearting to go through the new entlisments, hoping to finally, finally see Raelthota show up and instead be greeted by yet another gathering-enthusiast...

Here is a list of all the recruits, complete with their reason of enlisment aka what challenge log you have to do to get them. Not sure if its a 100% though.

Waaay back in the day when I was still a sprout and actually bothered with squadrons (being the only way to increase your Grand Company rank), I would get her repeatedly every single week. Was the most frustrating thing, easily the worst recruit in the entire list.

I know all of that. I keep doing weekly log to get those I want but it just keep poping all those I don't want. I know it's RNG but after rejecting 10 times the same NPC there should be something like % chance to postulate decrease.
Just let the new recruits available pile up for a few weeks, and go through and dismiss the ones you don't want. Eventually you will have the one you want waiting for you to accept them.

You can only have one recruit from each category waiting at a time, and which one it is, is determined the moment you check the enlistment papers, so you can literally get the exact same twice in a row without even leaving the barracks.
That I was not aware of. Good to know.

Actually you can, I get an average of 2-3 recruit from Gold Saucer a week without getting to see who that is. But I think overall you're limited to a queue of 5 'cause I didn't get any new recruit for a moment until I go check my queue which had 5 recruits waiting.
