Why is StormBlood full of dps that never aoe?

3 or more mobs is just what you need to AoE. 2 mobs you focus one down then the other, basic rules.

It depends on what class you're on and the potencies of your skills. On Blm, I typically start Aoe at 4+, you can do 3 but it's still not really worth it and might be faster to just kill them 1 by 1.
