Because the tank won't pull more than 3 mobs at a time and it's not worth it.
3 or more mobs is just what you need to AoE. 2 mobs you focus one down then the other, basic rules.

I do ask the dps to AoE if I notice that they are not.
I realized not many people understand the term of "AoE" so I type the ability name in party chat for their job.
