They would dearly love the use of magic and if they can get their hands on one of the most powerful tools on the opponents side, just imagine their glee.
As far as Garlemald is concerned the WoL is a monster to be put down. Especially since the Allagan tech they have allows them to take on primals and win without need of the WoL. They also possess a strong enough military that if the WoL defected to them they could safely kill the WoL and then proceed to win over the WoL's former allies with ease. As often times the main reason why they lose is the WoL.
The emperor is a reasonable person, as we saw. The enemy is the ascians, not the Garleans. The emperor doesn't trust the ascians, there is no reason to think the Garleans will not trust us. FYI long arsed quest chain to switch factions. That is a matter to the writing team however, I only wish to be able to join the Garleans because I don't want them to be all killed.
