I'm not the developer, so I couldn't tell you how to balance it. I just know that, looking at the 3 tanks, the big disparity between WAR vs PLD/DRK is that it offers no unique utility that can't be replaced by simply bringing another job. Currently while we can tank anything and everything, we offer nothing to the party unlike our tank brothers. If they want to keep with the theme of WAR being the high DPS tank instead of the self healing tank then a raid damage buff would be good, though in the current meta I feel like a damage buff would be too strong. Realistically we should probably get some sort of raid defense buff or raid healing received buff, though if we look at the big picture the real issue that no one wants to really admit is that PLD simply has too much utility. They have equal damage, equal enough mitigation, and waaaay more utility than the other two tanks. If they turned Shake It Off into utility and stripped PLD of a lot of it's utility, then the tanks would be more equally balanced than they've ever been before. I doubt they'll actually do that and I can't say for sure if that's realistically the solution, but it at least demonstrates the problem - PLD has too much utility, WAR has too little/none.
