Frankly I'll take the 3% Fey Wind so long as they change Silent Dusk into something useful. /Anything/ is helpful at this point, even a lesser counterpart to Whispering Dawn.

I'd be perfectly happy with Silent Dusk being an AoE Shield effect.

Hell, Reduce the cooldown on it to 30 seconds and have it work like Emergency Tactics, Except it pops all current Galvanise effects to restore HP based on the Shield effect remaining.
Could then set up a Succor when an AoE goes out that ignores the shield, then use Selene to "pop" the shield for HP.
