I'm having a hard time thinking of a situation in which I'd use the new PI and feel "this was good; this was better than using another AoE heal". I mean, free healing, yay? And once a minute (if that)? Instead of just casting 1 more Medica and letting the already-cast-Medica II regen everyone up?

Maybe I'm just not that creative at this hour.

Free AOE whenever a single Medica 2 isn't enough to top ppl in time. I'll take that.

Confessions only last 10 seconds so it will always require a Medica cast first.

They don't want PI functioning like Assize. It is meant to be bonus healing on top of the AoE heals you're already going to cast. Consider it a potency increase on Medica/MedicaII.
