I'm pretty positive it is potency. They said they thought that hs felt wrong at a lower cooldown during development so they soed up the cast time but forgot to reduce the danage. They made a mistake and tonight they will fix it.They might not lower the potency, as the answer they gave in the LL was vague. They might increase the cast time and or both increase the recast time, that way it won't line up with Requiescat to boost its damage. If they do lower the potency it would probably go to 200 or they will lower the potency of Requiescat.
I would prefer they lower potency than increase caste. Increase cast has many negative effects.
#1 it clips our goring blade dot, which now lines up perfectly.
#2 we get 4 hs vs 5
#3 it messes with our auto attack swings even more, as well as really reducing our chance to use OGCDS during HS spam.
In short, increasing cast time actually makes the class less FUN. Instead reach the same number by adjusting potency and call it dandy.

it lines up perfectly and it feels good and isn't that what they wanted for Paladin? a less-clunky rotation and skills that have synergy with each other so that the class makes more fun to play? why ruin it by making it awkward again
slightly off topic but I got myself parsed on a dummy today (no right side equipped because of the STR additions tomorrow) during the Requiescat window, goring blade, etc. aka the part where the nerf will hit and I am curious just how different it will be in a few hours

Yes, please nerf PLD's dps. As a DRK sub, PLD does too much damage for the utility they bring to the table.
