I understand that tanks can deal with Enmity fine even with a pre pull HoT, but I feel like it is unethical to do so. That may just be me though.

Regen at pull can be fine for healer to DPS from the get go without having to deal with healing for some time.
I don't see the point in dungeons though, that's more for raid pulls.

I have a friend who kept popping Regen with his AST every single time before a pull and then would scream down the mic that he was being targeted by a mob and suddenly needed help. Though I probably should of expected such things to happen from him...
But seriously, not all situations warrant a Regen before a pull and any good player would know how to use it effectively. If you are an AST, then especially there is no reason to not be utilizing the Shields (Noct) instead as a pre-buff over Regen.
I've been running into those a lot whilst leveling my SMN and RDM, and even in 8 man content.
Had a whm in Shisui who did it before every big pull, and he got smashed because the tank hadn't generated any aggro. Thankfully, i was playing RDM so i got him peeled off the floor and kept the tank alive while he got back up. I told him "Hang onto those regens until AFTER the tank has established aggro" Apparently he'd never run into that concept before, but he didn't do it again.
I honestly wish they'd make any HoTs not generate any aggro.
I also wish tanks would simply click them off before charging into it.
Do not run like an idiot to grab another pack after your healer used regen on you unless you want him to die !
People don't know how to take criticism anymore, and bad play is rewarded with with a coddling mentality. Yes, this is a casual game for the most part - that doesn't mean people need to walk on eggshells in fear of getting reported for pointing out things. This whole 'please don't say anything even slightly negative' mentality that we seem to be going towards and the devs seemingly pushing towards it is creating a disturbing trend.
I see a lot of Pre-Regens from Healers who aren't used to mass pulls. Pulling one pack, even two, NBD. Three? Four? The ticks start adding up.
Eventually, those ticks will pull something. It's a matter of if your pull is long enough for it to matter.
Then why mass pull in the first place ? If your healer is not used to it / not informed of course he will panic and shit will happen.
Tanks always tell me "but it's fasteeeerrrrrr" yeah, we don't loose time at all coming back when they mass pull and we both can't handle it -_-

Depending on the pull, I'll do this as well, honestly. If the tank pops a CD as they're pulling that third pack, I'll just throw off a heal if they get low during the pull. If not, I'll regen as they start to settle in.
Some of the stuff in Expert Roulette hits hard enough that the tank can be in serious trouble if they're not pulling smart. And if I get aggro, that's on me; I'll stand near the tank and heal myself until it's back under control.
Pre-pull regens are stupid, but some of the massive pulls tanks try can get hairy.
if your a decent tank you know how to remove regen before pulling. Right click the buff at the top of your hud and poof its gone.
I duo with a tank as an AST most days, and we've always been comfortable with pre-pull regen. Of course it's entirely situational. If I know I'll be taking too much damage from the 1-2 mob hits I take before Flash, then I'll wait a second or so. If I can regen the tank in order to give me those few extra seconds to cast a few Gravs right off the bat, I don't mind losing 1/8th of my HP.
I'll usually wait to regen in a PUG though. Don't want the tank to freak out :P
