Difference is with HW using BB, SP, or SE in a optimal way was harder to learn then using path till eye hits 9 seconds and occasionally fitting in BB when you think you might lose aggro.I don't really think eye-path-path is any more 'difficult' a rotation than eye-block or eye-eye was. The difficulty of the class is (and always was) about maximizing your burst windows, something which is much harder now because it requires making sure you're hitting 100 beast without wasting any precisely as berserk comes off CD, plus handling the bizarre timing of infuriate now.
Eye spam, occasionally BB if you're sure you won't rip aggro, and time your Berserk windows for at least 3 FC's, which was possible at all skill speeds. Fracture was by and large a dps loss to use outside of Berserk except in super niche situations, and Path was mostly ignored except for rare cases of both raid wide AoE and using Path meant saving healer GCD's.
4.X WAR is a lot more engaging. The above is why I quit WAR in 3.X, due to both being god tier and being deceptively easy to optimize.
Sorry I was thinking end game content when I posted that. (it's why I said optimal) and I'm going to disagree simply because dps between good and bad was night and day and because I saw lots of people struggling with it.
I mean, I could be wrong but that's my experience. As a matter of fact, judging by your other posts you were probably better at WAR then I ever was so I'd even wager and say you probably are. But as I said, what I said earlier was simply from what I personally saw.
I find the only people to really say that are the ones who hated WAR in HW for whatever reason. Meanwhile active WAR players generally dislike it and not just because it's not the best tank either.

If they could make 4.0 pve war more like 4.0 pvp war I'd be happy.
Why?
Onslaught has group utility because of its knockback. And tomahawk slows do I don't really need onslaught as a gap closer. So the Rage Cost there is not as big a deal.
I can self heal while in deliverance with recuperate.
No stance swap penalty means I can build rage while in defiance and swap to deliverance and immediately fc spam. Feels great. This is the greatest thing.
No useless abilities like shake it off.
No nearly useless combos like with BB in pve. BB in pvp increases damage by EVERYONE.
No infuriate which limits fc spam to 4 or so. Anything over 4 is taking too long anyhow.
In short, more self sustain with recuperate, better flow cuz no stance swap penalty , AND great party utility with Butcher's Block.
I wish pvp war could be pve war.
I hated playing warrior in HW only because all I was required to do was wear str and dps. Like, can't I just bring my dragoon? Lol
Similar to Thunda Cat, I feel like I'm one of the few actually enjoying 4.0 Warrior. I do think some of the mechanics could use a little tweaking, but despite the wonkiness I'm having more fun playing it now than I've ever had before.
You weren't required to do anything. And everyone dps's, even in tank stance.
I think some people forget that not everyone chose WAR because it was meta. I didn't.
