The obvious solution would be "ban bots".
Even if they do it only occasionally, it would at least stir up fear and make people reluctant to try it if they know they'll actually take action against them at times.

I played PVP all day yesterday, not once did I see a bot.

I've seen this in a few matches myself... whole flocks of people (5-10) just seem to randomly stop in the middle of nowhere, no chat or anything, then they all slowly turn a 30 seconds to 1 minute later and ride off in another direction...
After some things I learned recently about how rampant actual botting really is through various programs (don't want to name anything specific beyond saying people like their "minion") it does not seem far fetched that a number of people are essentially using a program to mindlessly level their characters through PvP...
This needs to come to an end SE, please look into stopping these minions from degrading the quality experience of people who actually bother to sit at their computer and actively play the game.
Even the worst player would react when being attacked. I've seen bots insist on attacking ice in Shatter while I just go to town on them. Then come back just to get wiped out again. Then AGAIN.
I've seen them jump off a cliff rather than fight me, I've seen a MCH bot put out a Bishop turret in the process of me firing an LB at them (this is back when they still had a cast time for physical ranged) - NO MCH player would do something that brainless.
There are DEFINITELY bots, and the people using them aren't even clever about trying to hide it.

People are quick to call random people a bot for failing to meet some arbitrary requirement of minimum competence. I see little actual evidence though, just incredulity.
Oh, there are bots. And I can tell, less so by how bad a player they are, but rather by the behavior the character exhibits.
One perfect example is when a group is moving in one direction and seemingly just -stop- and stay in place without moving. And I don't mean like holding position and making a stand, I mean they literally move into a position and just stop moving on the spot, some times facing walls and what-not.
It's difficult to explain, you'd have to see it, the pattern is there. It's so obvious that it hurts.

AFKers yes, and as soon as I call them out in party or alliance chat, they come up with some excuse for their AFKing. I will just kick you if I see you running in circles or hiding in a corner. I have zero patience for people who try to leech free XP.
