I am cautiously optimistic about this.

War can provide the slashing debuff and that is raid utility.

Not so much, since NIN / SAM do this as part of their standard rotation. I mean I guess if your group doesn't have a NIN / SAM, but let's be realistic here - what are the odds of that?
