The cap will still be there. The only change is you can then cap a different job on same week which gives more flexibility for raids.
You are still gearing faster than intended at that point. I get wanting to get multiple jobs ready quickly, but the caps are they way they are for a reason. The only option to bypass the caps in some cases would be to speak to your friendly neighborhood crafter if you have to have the gear that quickly.

No you aren't - you are gearing just as fast as intended, you just are more flexible.
And you can already do exactly that by having alts - you can have up to 40 if you so desire, 8 per server. Do you see any big balancing issues arising from that? No, because there aren't any. The only difference is that they allow you to burn yourself out on MSQ grind on the alts instead.

No, you would effectively triple the cap.
If you were allowed to get 450 tomes for each role, then you could (potentially) earn 1350 tomes a week.
The cap is there to prevent you from gearing too quickly. They want you to have to make a choice.

My choice is generally to unsub due to how mind-numbing it is to grind the same exact content for months on end in order to slowly gear up multiple jobs instead of letting us gear more freely and play content we enjoy, on the jobs we enjoy. ¯\_(ツ)_/¯
