The friends and social reasoning is moot. Any building has population limit, just matter of time before the building can't supply electricity water etc.
Why scream for better facilitiy when there's plenty buildings around. SE job is to make sure all buildings have same running facilities, not just Balmungs.
Balmungs will have to get an eviction order sooner or later. Just like the rest servers have to suck it up everyday.
