But you still have plenty of people who say that the option is simple, they should have left months after the world found out about it because it is still happening. Nothing there was solved. Flint still has issues with its water supply and rich, privileged people will say it's as simple as "you just transfer". People say the same thing about other similarly-threatening issues. Poor school environments. Bad rental situations.
The point is that "you can move" is NOT simple and that it is not an easy task.

Moving is a choice while one paying for a subscription to play this game is considered one's privilege. The question we should rather be asking is: "If they really want congested players to move out from the start, then why haven't they implemented more Wards like reserved for transfers and players first and why haven't they implemented Free Company transfers yet?" And also another question we should be asking is "why did they not think about instance based housing from 2.1 and not allow players to buy plots from 2.3?"
Do you know nothing about housing on other servers? They aren't nearly as bad as Balmung, and some still have a lot of empty space. Why should they reserve space on servers that have dozens of empty lots still?This discussion is getting completely south and digressed.

I don't know. Maybe because -not- all housing specific plots like Large/Medium are available in some servers. If an FC/personal housing in Balmung was Large or Medium in Plot 45, and then they realize that the world they are moving to is taken, it cannot be transferred. Some people won't even bother to get it refunded and remain in Balmung.
Reserved Wards needs to happen to make sure that the housing transfer will work out and people would really consider moving out of congested server.

Blaming SE for player choice, when they have already given incentive (which they didn't even HAVE to do), is disgusting.
