honestly if they made it fc only i think theyd get a lot of hell for it. It's basically punishing personal house owners for not making their house an fc

i even think Large plots should be FC exclusive and personal houses should be M and S only.

it's possible but that goes against their purpose of persistent wards. they like the idea of people being able to have their personal houses next to their FC. FC only divisions would be jammed with a lot more people,

IF SE is dumb enough to open Shiro to FC's only first, they need to only open up X of the 12 districts (say, half) and then open they rest to everyone. If it ends up being FC's only do you realize how many people are going to power level an FC to 6 (hint: it's extremely easy unless you are a new player with no capitial or professions....)???? It will be an absolute PR disaster.
