The devs have designed themselves into a hole where flying mounts are objectively better, so every mount has to have both flying and swimming. They said "you can't have a tiger mount because it can't fly" previously, but at some point, they smoked something strong and their design process changed to "sure, a tiger can fly"
That design is certainly logical and consistent, but does it improve gameplay? Does anyone want to have to change mounts every time they dive into water, or land? One of the things I love about the increased mount speed is that in HW it was faster to land your flying mount on top of your destination than touch down and travel over land for a single second. Now, with upgraded speed, you can land a ways away and it makes no difference. I don't consider mount micromanagement to be a great enhancement to the game. And nothing is stopping you from switching out your mounts based on context if it bothers you.

Edit: Also, for my sanity: Aquatic mounts should be able to be mounted when on the surface of the water.
They can! Kinda! But only after you've unlocked flying. Because... reasons? lol
