    Personally if i was in charge of doing it i'd do it based off of activity with the main focus on anyone who was not subbing an account for a year+ and came back for SB would be automatically moved to a new server regardless with an added bonus of any person who is a couple and wants to play with their partner gets moved together on the new server. yes they may have friends and family on the server they've been moved from but if they werent playing pre sb then they either have other means of contacting those people or just didnt care enough for them to contact them while they werent actively subbing the game.

    That would just make your customers angry, and rightfully so.... not worth it
