Or you can... I don't know, do something else? It's on you to stand at the npc and hope to get lucky. I try for a bit, can't get through, then go fate on SAM (while waiting on duties) or level a craft, or whatever. The game is still going to be here in a week. Or you can continue what you are doing and cry at the npc.
