Potency is best used when comparing abilities within a job's own kit. Each Job has various multipliers, not to mention gear differences as in this case, but within your own job's kit you can assume the multipliers work for all the abilities and can compare them directly.
I think it's less comfusing comparing to other Jobs too once you take into account the multipliers. Other games don't always have such static base numbers like potency and may even have some abilities scale at different rates. It makes it really easy to look at and compare abilities when you have potency (rather than a hidden formula) and then just adjust for multipliers and gear.
We do lack transparency on other things but not this. For example, i would be really happy if Crit actually showed a percentage of increase from the rating. Or Det or SkS. We have stat weights from theorycrafters but it should be more transparent in-game.
I think it's just the weapon damage plus Kenki off-gcds. You already have the 10% damage buff combo skill (Jinpu) as soon as you unlock SAM.Think of potency as a direct static of damage calculation and think of WD as its multiplier.
Generally we count pps (potency per second as a measure of dps instead of raw damage as it has variances).
Also sam is missing a large portion of its repotoire specifically its other 10% damage buff n strong oGCDs which will fling it by and far ahead of rdm.
Jobs definitely aren't balanced while leveling.
