I don't think Rampart is nerfed. There are two tooltips in the mined data. One is ID 10 which is presumably the old Rampart that is no longer in the game and is 10% (untraited). The other is ID 7531 that is presumably the new Rampart and is 20%.

i was seriously about to snap like , we lost foresight, bloodbath, and each tank has to buy a df cool down back because of rampart. It better still be 20 percent 10 percent would be a slap in the face

PLD's casting time of Holyspirit also got buffed from 2.0 secs to 1.5 secs.
It might not seem like much, but the shorter casting time means you can effectively get 1 extra-additional Holyspirit under the 20% ResQ. Buff, which is yet another seizable DPS increase, in addition to more autoattacks inbetween the Holyspirit spam.

Its casting time does not change how much you could spam it since 2s is already below GCD.

Requiescat is 12 seconds. With a 2 second cast 5 casts takes exactly 12 seconds to finish (2.5x4+2) so your last one will not get buffed. With a 1.5 second cast you can get 5 buffed casts.

This is definitely a good change though because otherwise you'd see PLD running around with 1-2 spell speed materia on their gear to get that 5th one in. I was not looking forward to that -.-

There is a trait at 64 that halves the mp cost.
