NA will only get new servers if the existing servers are more or less equal full.

It would only segregate the community at this piont, these things must be done at launch not now.
I'm against adding rp tagged servers now, i like Balmung as is and i'll vote against any change that could destroy its community.
Sorry, but sacrifices are going to have to be made. There's no 100% good answer.
Problem is - Balmung is completely locked down for new characters, and may remain that for quite a while. This means that new players must go elsewhere.
There NEED to be some other RP server - official or unofficial.
Ignoring the option of some official RP-tag, there are currently serious efforts going on to build and grow an RP-community on Mateus, and there are plans for doing so on a new EU-server.
How well these efforts will work out only the future can tell, but I hope it will work out fine.
I will level jump on Mateus for an alt if I have to, just to get it going.Problem is - Balmung is completely locked down for new characters, and may remain that for quite a while. This means that new players must go elsewhere.

I don't mind more unnoficial rp servers, but tagging existing servers as official rp servers or adding new ones would cause a massive change in the community.
Tell me exactly what is your sacrifice? as i see it you are just sacrificing others to get things your way, if you were in the same position as me and others like me you would never ask for a change like this.
The rp community is very united in this game they can all agree to designate a new unofficial rp server and i'm sure that most low population servers will be happy by letting hundreds of players in, rpers or not.
There you have a solution to get your rp server without hurting anyone.
My way? It's not about my way. It's about alleviating the stress on the servers. It's about people doing what they can, to work with the developers, so that we can have as much as we want as possible. If it takes hundreds of roleplayers leaving Balmung, to make the roleplay community more vibrant, and Balmung less overpopulated, I'm for it. Balmung is in a fragile state.
as for the OP point 2
Bonuses for Transferring from High Population to Designated Worlds
Transfer is free of charge
which I sorced from here

Age of War
The incentives are amazing, but it still doesn't take away from the fact that a lot of roleplayers want designated roleplay servers. It would not harm the community. Since when have we ever seen a roleplayer demand that non roleplayers roleplay with them. It doesn't happen.
