    My guess would be that they want people to move to the new servers too - and seeing how they'll go online with SB (unless I'm mistaken...?) they wouldnt want to risk having people that are intrested in moving move around on the servers we already have and leave them potentially deserted. Not a great reason, I know, but the only one I could think off?

    This. I assume they are waiting to see what populations look like across the servers before they decide which servers we will be able to transfer to.
