That doesn't look like something that would have been intentional, at least from he dev's perspective. Queuing your next move is something all of us do and if the dualcast proc doesn't go off quickly enough we do end up in a situation where we're attempting to proc both mana spells (VerFire and VerStone) using dualcast procs only to be rather screwed when the server doesn't register it quick enough. Though we wouldn't be doing this because I believe you should be using Jolt/Jolt II for Dualcast procs, not the 4 second long spells.

I don't know how everyone else feels about this but if you also notice when the RDM casts VerThunder at 1:25 the VerFire proc doesn't happen until a split second or so after the VerThunder cast. This reminds me of pre-buff MCH where we had to guess whether we got a proc or not. I hope this are issues just within the test build and won't show up in the actual game, it already gimps RDM quite a bit.
