Because tanks are already starting to find ways around it. They also got several abilities that more than make up for the slight loss they'll incur for being forced into Fending accessories. The devs can nerf things however they fancy, until fights actually demand stronger mitigation and healing, people will focus on damage above everything else.
Because as of now and probably in SB, healing is boring. There is downtime. Tanks have not downtime, they're dpsing constantly.
