These changes turn BRD into a buff micro-management job. Personally despise that gameplay style, so will be swapping to MCH for any gameplay that I choose to play a ranger on... although I might just drop ranger all together if the MCH's 1-2-3 combo procs haven't been buffed from that abysmal 50% rate.
