Is it a terrible thing to have the option, though? No. Is it a terrible thing for DPS to get the idea that they should be trying to backup heal as a practice? Absolutely.
it might be OK in situations where the healer has croaked, the RDM could in theory while healing the tank raise the healer but raising the rest of the party I think would be pushing it or at least a waste of MP
