Id assume its exactly as posted in the live letter, the same as buying a fresh open plot, but you just select move beforehand. I reckon this has only been implemented so people wanting a plot in the new ward don't have to risk losing out all together by demolishing the old house, and scrambling for a new plot. That's how i see it anyway.

Doh, looks like I missed the one important line that basically answers all of my questions in the digest.. (Admittedly I was only basing this off the live unofficial translation at the time, where they didn't mention this, and never bothered to read the digest).

...so they will just need to select that option. You will then be required to purchase the land.
