    There's no reason not to have a designated RP server at this point, and to offer free transfers.

    Actually, nevermind, there is a reason: milking money off of transfers. I'd argue one of the main reasons the problem got this bad to begin with is because of the revenue from RPers transferring to Balmung.

    Would an official RP server have worked in the past or would people still have gone to Balmung. The community fixation that you can only RP on one server has been a thing for to long and SE have been slow to respond but people can't be surprised that they have done what there are planning to do.
