No, but it does take days for the back-end systems to get sorted out. I'm not saying it's not bad right now; I'm saying that there is a very good chance it will get better in a few days.

Nothing is going to change most peoples pings unless their isp routes them better. Nothing SE can do about any of that and no amount of optimizing the data center is going to change how isp routes peoples connection across the country. I haven't ran in to any problems with the new location but my isp has decent routing. I feel bad for some of the people on the east coast whos isp likes to zigzag their routing for some crazy reason.

No, it won't have any effect. Google dns has 0 to do with how someone's isp is going to route their packets across the country. If people have a bad ping now then guaranteed they will still have a bad one next week, next month, or until their isp routes them better which isn't going to happen because of a video game, trust me on that.
