Do you really believe they left out of the Fan Fests such a huge reveal only to leave it for an Instagram puzzle few days before the expansion?
We may see a Viera NPC for that Return to Ivalice raid but not as a playable race.
If he had a playable race to show he would have used the Fan Fests for that and not Instagram.
Also he did say there is no new playable race or more character creation options in 4.0.
