It pretty much is. 2nd time around I just emailed them about it and got back an email with the code from support. To be perfectly honest, they are right though. Amazon had a thing up that said: Codes will be emailed 48 hours after purchase. However, when it something like a time card that not even refundable, why make people wait? ¯\_(ツ)_/¯ ah well, in any case you can try and contact support again and see if they'll give you one or wait 48 hours from the time you made the purchase and if you don't get it by then, raise all hell!

Being that people have gotten the codes instantly again from pre-orders, timecards, digital and physical items, I believe this to just be an exact repeat of what happened last year. The promotion system simply wasn't functioning until a certain time in the day. At this point it's working to automatically distribute the codes the moment you order. If you ordered before the point it was fixed, they should get the codes to you by the 27th. The behind the scenes communication between departments is a bit messy, but if it's like last time they will get you the codes once they've ensured everyone affected was assigned a code and then they begin mailing them out in mass.

I just got off the phone with amazon costumer service. I was told they where having issues with "some" of the codes so they aren't using the ones they have now and that SE is sending them new codes that will be distributed tomorrow.

While it shows as unavailable for purchase at the moment, it also shows this under the promotions for that item: "Any video game purchase of $19.99 or greater on Amazon.com will qualify you to receive an Amazon promotional code that will grant you three exclusive pieces of DLC for Final Fantasy XIV: Stormblood! Codes will be sent within 48 hours of purchase. Here's how (restrictions apply) "

As long as it shows that under the promotions when you go to add it to your cart you should be good. Make sure to check for that before purchasing. If a 3rd party begins selling through that product page you will not get the promotion as it only counts for items both sold and fulfilled by amazon.
