It says that it's for all of NA, which would include Mexico, the US, and Canada.
Tell us specifically what you're trying to do and where it's failing.
the ps store credit code doesnt work dlc fine
Codes can be used on NA accounts per the dlc promo web page. It does not single out either country.

Canadian and American SE accounts are the same thing. There's little to no differences as they're all NA region accounts.
I'll give you the fact I'm at work and haven't been able to do this myself yet, but I had no issues last time with the maid/butler stuff.

From what I read on amazon about PSN cardds
Note: Currently, this item is available only to customers located in the United States.
So that would mean the issue lies with the PSN card, which has pretty much nothing to do with FFXIV. In which case their best bet is to ask Amazon for a refund or account credit that they can use to buy something they can use in canada.
In either case, they'll still get their promo code eventually.
I wouldn't count on it the page also states about PSN cards.
This product is non-returnable and non-refundable.
I'd look to see if there's any option to return/refund/void your purchase. If it was a physical card being shipped to you, there might be an option to cancel. If it's not a physical item and you purchased a digital PSN cash card, you'll probably be out of luck on returning it.
However, as others have mentioned, you can still utilize the promotional code you'll get from purchasing the card to get the in-game FFXIV items.
As for the PSN cash, if it really won't work on your original PSN account, it's cumbersome, but you could create an American PSN account and apply the PSN code to that. At least you'll get your cash, even if you can't use it on your main account. Or, you may be able to gift a game to your main account from your new American one? Not sure if that would actually work though.
