Why are summoners so neglected?

Because it is attached to ACN and SCH! Well part of the reason, but more indirectly because that issue runs into this:

SE is very unimaginative at times. They limit themselves in ways that are mindblowing to me sometimes. And then others they release content that would get a 3rd year student an F.

I really think they are just clueless when it comes to mmos. They are so behind the times and so self limiting. They cannot think outside their little box and seem to not know which way is up, except for ilvl that is, they cannot raise it fast enough. They dumb down the basics over a few vocal gimme gimmes and they just cannot for the life of them keep with a set course.

Idk what is going on at SE hq but they seriously need some fresh eyes to look at things.

They basically made SMN a real SMN in FFXI, here is just being lazy and can't come up with ways to get around the balancing issue from being attached to ACN and SCH.
