I280 weapons were a mistake

a 1 percent drop rate makes it seem not even worth it really , much rather have a higher drop rate and a lower item level like 260 or 265

But, a lower item level would render it useless, non one would grind for it at all. By making it a higher ilvl, it piques the interest of players and a low drop rate guarantees it won't become as common as muck too quickly.
