    Because those who worked for their relic, last step being NINE DAYS old, got told "lel, your work is wasted". In 2.0 the relic was viable going into HW for a while easily and they didn't toss in a random i150 weapon before hand.

    There was absolutely no reason to make the relic obsolete and turn a better weapon into FATE grinding. They did this to coax people into content (besides locking mats), nothing more.

    Edit: Is it stacked behind RNG? Yes. But what matters is the principle.
