Mentors are supposed to be very knowledgeable about the game. It only makes sense that it should be a requirement for mentors to clear the major content in order to have access to a system that is ultimately meant to be a way for them to help people learn the dungeons.

Keep in mind you're still not required to clear the 24 mans or Coils to do the roulette, only the dungeons, trials, and guildhests. You are also not required to do Heavensward extreme primals. That is really not that much at all.
