I think it would be nice if everybody in a dungeon were on somewhat equal terms, why not place a cap on how high you're stats can go on every dungeon like they do already on some rather than how low you can be? I can see the point about how hard it can be to heal under-geared players, but it's the same for tanking. If you're an under-geared tank, high level DPS will rip hate from you. I don't think people go in to dungeons under-geared on purpose, it seems a little harsh to restrict and limit what players can be allowed to do.
